Warm the oven to 175 degree in a large bowl mix the oat flakes, flour, sugar, baking powder, soda and salt. Cut the butter into small pieces and put the cold pieces of the butter into the rest of the components. Mix by fingers or mixer until received oily smithereens. Separate 1 cup of that mixture and put the remaining part into the frying pan and flatten. Bake for 12-13 minutes and when it become firm, take out, there is no need to redden. Warm a little strawberry jam and mix with lemon peel. Pour the jam into the dough and clamp the sliced strawberry above. Pour the remaining 1 cup of the dough on strawberry and put into the oven again. Bake for another 20-25 minutes. When the dough gets light brown color, take it out and leave an hour to cool. Melt the white chocolate and pour on dough then cut and serve.
